I usually have a few skeletons of ideas floating around. When I consolidate what I think is a great idea, I save it in my notes. I will usually further refine it at random. Like on a jog, or on a long trip. Sometimes, that is the impetus to start, but oftentimes I still put it off until I feel I have the full space available to do the story justice.
