To paraphrase one of my favorite quotes, There are three things a writer should do if he has writer's block. Unfortunately, nobody knows what they are.

1) Take a walk/find a new setting--something usually comes to me (eventually).
2) Think about what needs to happen in the story--should be something that advances the story--and just start writing, even if it's lousy. You can always change certain elements later.
3) Blame others.
