J. W. Garrett The ship belongs to the pirate Lockerly and the Thames River Police have confiscated it. They want Darcy to captain it so they can draw Lockerly out of hiding. They are in hopes that Lockerly will want his ship back. And he does which is a big reveal later in the book.
Chelsea It is someone else's ship but he becomes the captain of it for a decent part of the book.
