Amanda asked Josh Sundquist:

When you're writing fiction do you develop the whole plot first and then write the story?

Josh Sundquist Yes, I am a big believer structure. I think the story must be able to stand on it's own, be magical and interesting even if all the pretty words and colorful characters are removed and the plot is boiled down to a one-paragraph summary. So I start there and then fill in everything else.

Of course, other writers do it the opposite way (Stephen King for instance) so it's just a matter of preference and personality.
