I thought it was meant to show how Josie had an ongoing pattern of stalking behavior and stealing things. Maybe the phone case was from an earlier intended victim but she lost interest when she met Alix.

I came here to find out! I feel like I missed some little clue in the book, some clue that Josie threw out there, or possibly Roxie or Erin, that would lead to more questions about that phone case.
