No, I wouldn't recommend skipping book 2. The second book advances the overarching magic plot in larger strides. It also introduces Alan, gives you the beginning portion of Jack's character arc, and contains the beginnings of their relationship arc. You'd be missing out both plot-wise and character-wise on worthwhile setup for book 3

Yes. The author quickly brings the reader up to speed on what was missed in book 2 (Which I did read to make sure I didn't miss anything, but now realize I didn't need to.) Ross and Hawthorn's relationship starts in book 2, and you get a bit of back story about Hawthorn's sister's death
