Rod Palmer I would say that being perfect is not a prerequisite to receiving blessings from God. In fact, no one is perfect, and many who are blessed are still battling with somehing. This is what makes God so forgiving and merciful. God can even use people who have done some despicable things. For instance, Moses was a murderer, Noah was a heavy drinker, and Paul was a disciple attests that he had a thorn in his spirit that he asked God to remove, but God said His grace is sufficient.
