WHY WHY WHY - Why are the Weasley's poor? Arthur has a job at the ministry, Molly could easily get a job, with all her kids at school .... I mean, it just doesn't make sense. Every year Molly says to Ron his robes are getting too small and they go and buy new ones, but why doesnt he wear one of his brothers old robes? They can multiply food can't they, they could turn one potato into 7, and it doesn't cost any money?

Mrs. Weasley is a stay at home mother and Mr. Weasley has a low level ministry job. It is like any government job, the low levels don't pay well. Add in the extremely large number of children and it makes sense that the family is not well off. Why doesn't Mrs. Weasley get a job? The books don't say but it wasn't uncommon in that time period for families to only have one working partner. As for the food thing, no. Food cannot be created. It is one of the fundamental rules of magic. That is why when Harry, Ron, and Hermione are camping they need to steal food.
