The artificial magnetic shield is a clue on this. European space agency researchers believe it would be technically and financially feasible to use Phobos in this way to create a magnetosphere on Mars.
As with nearly everything we humans do, economics will determine the path. I could see a colony on Mars being used as a waystation for asteroid mining at some point in the next century or so. I am not optimistic about terraformation or any short to medium term plans for a self-sustaining human settlement there.
