How did a man of Filipino descent become an Hapsburg emperor? Is this a thing where the Hapsburg line just gradually mixes into the Filipino population or was there something I missed?

Andrew Gillsmith The old joke about the HRE was that it was neither holy nor Roman, nor much of an Empire. This is especially true in the revived HRE of OLotA. It is more of a voluntary cultural association, highly federalized in a kind of "lite" integralist polity. As population shifted away from Europe to places like the Philippines and Africa, it was only natural that these places would be more represented in both the Church and the State.
