The Tralfamadorians say this when someone dies, and therefore so does Billy, but this isn't explained till further into the book, and the narrator isn't Billy, so perhaps it has another meaning.

If I heard someone use this expression in speech, I would interpret it as "or so the story goes", which means this might not be what really happened. Perhaps this is a clue that Billy is just bonkers.(less)
