Yes totally! I read this manga and I believe mature twelve year olds can handle this.
I started reading YA (12-18) and manga last year, transitioning from just read middle grade which was aimed for 9-12 year olds.
*This is just for volume one so I don't know if the amount of language, violence, and romance could change.
This is rated Older Teen+ 16 and up. Although in my perspective I read and would recommend it to 12-13 year old's.
There is very minor use of swearing that only happened one or twice-in other words not frequent.
There is barely any romance and no sexual content. It focuses a lot more on the building of familial bonds between the characters.
The violence is a lot like fist fights, and punches. Obviously, one character is a spy and the other a assasin. One scene has many bodies on the floor with blood around them and its briefly shown in three frames.
