A prequel. A few characters in 'Three Assassins' make cameo appearances in Bullet Train (their survival can be considered a spoiler). On top of that, certain events in 'Three Assassins' are mentioned (more spoilers) in 'Bullet Train.' The events in 'Bullet Train' occur chronologically after the events in 'Three Assassins'. Basically, read 'Three Assassins' first if you intend to read both books.

The previous answer is incorrect. It’s technically a prequel although the two are loosely related. I would recommend reading Three Assassins before reading Bullet Train.
