I'm not honestly sure that he did know it would be less risky. He knew that he'd done everything he could to prevent a very bad outcome. Every move includes a risk of unintended consequences, though. No one would know that better than Logan. The thing that made him do it was the feeling that was repeated several times in the novel, including in his epilogue: someone had to do something or the human race would be gone. He'd come to truly believe it, so he took his chance. The novel ending as it did, it could have signaled the last 'moments' of the human race. I'll end on that cheery note.
