It seemed to me that Naina got interrupted in her planning for Mr. P to find the list. I think she died before she could completely carry it out. She sat on the letter, and then put it in A Suitable Boy to flatten out, but perhaps did not mean to leave it there. Since he did not find the list, I think that she did not finish her task.

This answer contains spoilers. I agree that the letter was tucked into A Suitable Boy in haste. I think that it was returned to the library after she died. Because that book happens to be on the list, it makes sense that someone connected to Naina and her list might check out that book and know Mukesh.

N had no way of knowing if anyone would ever find the list, let alone the specific people she intended it for. Correct, Mr.P never found the list himself & only read the books because Aliesha stumbled onto it & "recommended" them to him. It was an implausible but enjoyable story.
