He's good but remember he took the Being a Stark penalty when building his character which gives him a negative bonus every time there is a roll. There is no coming back from that one.
Knight Cliff

Some of these answers are hilarious! But seriously, the answer is that Martin has a realistic attitude about combat. Real combat isn't anything like Errol Flynn characters or Zorro; in real combat, there's only one test: are you still alive when the fight is done?
So far, so good. With one exception. Which is where Martin illustrates something tacticians already know: superior numbers usually win, unless you have something that tips the scales (ie. superior military technology, dragons.)

He's one of the best swordsman in the Night's Watch, which isn't saying much, seeing how so few of them are trained swordsmen.
Also, he hurt his sword hand fighting the wights in Game of Thrones, and if he doesn't flex it, it gets stiff, like at the end of Dance with Dragons.

The best has to continue to practice because there is always going to be someone better than they are. IE: Mance. But in defense of that Mance was disguised as The Lord of Bones who was a smaller man than Mance but didn't change the skill he actually had.

He's a fair fighter, whereas the people he usually fights against use trickery and have little-to-no honor, but yes, he does seem to get beaten a bit...
