There are almost zero motivations for any character in this book.

I felt like his motive was to enhance his ego and make himself stand out as an authority figure. Chase was way too close to the investigation and I think he just wanted the credit of solving the case to further his career - he didn't care if she was actually guilty or not.

Chase didn't frame Ruby...he was just bein' a cop, following the evidence, concluding that Ruby was guilty, & advising the neighbors on how to keep their statements simple, avoiding rumors & innuendo. It seemed that his involvement led them to withhold evidence, but the tainted investigation was a red-herring--they were actually protecting their own secrets at Ruby's expense, unbeknownst to Chase.
