I'm pretty sure it's because Tahereh said this is basically a new addition to the series so it's more of a full installment than a novella. I'm viewing this as a book 7 kind of.

I find the eye is open whenever there are chapters from Juilette's POV, and this is the only novella with Juliette/Ella chapters.
