Snow Falling on Cedars:
I do not understand a statement at the end of the third to last paragraph of the end of the book: "And Art Moran made his arrest." Who did he arrest and why? What I am I missing? I've reviewed the ending a gazillion times and cannot figure out who was arrested.

Chambers was thinking out how everything had happened given all of the newly found evidence; he was referring to the arrest of Miyamoto.
