He took their panties off...sexual abuse takes many forms but the child would have had to be lying down for him to collect them, thus by touching, fondling, sweet talking them, feeling, arousing himself frightening the girls, thus he is sexually abusing them...Sexual abusers ...are usually people you know, that have the opportunity. They may have justified, threatened them so they would not tell. Or, the girls assumed their mother knew and allowed it, encouraged it. There are many ways the abuser justifies it to them.
