Tolkien intended it as a children's book; nevertheless, certain elements of it may fly over the heads of younger readers. As a read-aloud, children of 7-8+ would enjoy it. To read on one's own, I would recommend 10+. As far as general age appropriateness, there is no romance in here and only very mild fantasy violence. Assuming the child is at a sufficient reading level, they would enjoy this book.
