Meg Lelvis I think it was both Saffery's abuser when she was ten plus Roan who did the later attacks. The abuser was arrested for several attacks in the past, and Roan got away with the later ones. Tilly identified her molester as the abuser, not Roan. He wouldn't have been dumb enough to hit on his daughter's friend.
