Why do Blue and Luna have two mothers and one father? I was quite frankly confused.

They share the same father (Admiral) and have separate mothers, but Queen Wasp has assigned Burnet and Silverspot, along with their dragonets, to live together. Burnet is Blue's mother, and Silverspot is Luna's mother. I'm pretty sure that both dragons raised both Blue and Luna equally.
