Yes, you can read this as a stand alone. I read the other two so long ago I didn't remember the plots and still enjoyed this book. Any background you need is provided.

Standalone, though the others are strongly recommended in their own right (especially The Poet)

To confirm with others, stand-alone is fine but reading the prior two will give you more context on two main characters, Jack and Rachel. However this takes place several years after Scarecrow, which took place about 10 years after the Poet so it is necessary for the author to fill in the blanks in their life's since then and anything essential is included in the book. So, go for it as a standalone but if you get a chance I suggest all 3.
