I noticed you use a lot of steam this and that in the Ell Donsaii stories. Have you looked into Sterling Engines? With low G mfg of parts, the precision could make some impressive ones. They are amazingly quiet, which would allow for distributed power for those that do not trust the power companies. Their main issue is entropy, which you have dealt with by getting hot and cold from space.

Laurence E. Dahners Stirling engines are interesting but tend to be large, heavy and expensive for the amount of power produced (the reason they aren't used more). If someone didn't trust getting their power through ports from the power company, it seems unlikely that they'd trust ETR to deliver hot and cold to run their Stirling engine doesn't it?
