I think she was an ex-agent and most are cold-blooded. But she didn't plot Henry's murder until she was warned by Bill that Henry was out to set her up. And she actually left the restaurant before Henry died. We don't know for sure what she would have done in a similar situation, but she does tell Henry that it was the wrong decision. She let things lie for five years until Henry came looking for her. He had two goals: one, to protect himself if he determined that Celia actually knew he was the traitor; and two, to pay her back for leaving him, which made his treasonous decisions worthless.
