I'd say it would probably enhance your experience of this book if you read Clean first, but you definitely don't need to

You don't have to, they all work as standalone. They are set in the same universe, so if you do read all three (and you should, Clean and Meat Market are excellent!) then you get to see cameos from side characters, but you won't lose anything from the story if you do not.

I would assume no? Both Clean and Meat Market are complete novels - you don't need to read either one to understand the narrative.
