This doesn't seem like a sincere question, but I'll answer it in case you're actually wanting to know what institutions the author is talking about... Mr. Levin is talking about all institutions of our culture including the Congress, academia, the media, the family. A chief argument that he makes is that these institutions were once formative of the individuals in them the way an individual who joins the Marines is formed into a Marine. Think of Congressmen of both parties whether Marjorie Taylor Greene/Matt Gaetz/Madison Cawthorn or Alexandria Ocasio Cortez and how they don't produce legislation or undergird the legitimacy of their institution but rather foment division so as to edify their own brand. We can point to politicians on both sides and gripe about corruption and greed, but the author points to a failure of these institutions to fulfill a fundamental function, which is to form the individuals in them.
