There are many experiences that have befallen Flora & her interactions with D D Warren, that without reading the previous 2 books (I think), a great deal of content and context will be lost. Nevertheless, it is a standalone, per se, but I would start with “Find Her.” It begins Flora’s story.

Yes and no if you want to read more about Flona story then go back to the book before this one but this gives a small detail other wise it's a stand alone unless you want the whole history of dd Warren to present of her life.

You can read it as a standalone. The previous book, "Never Tell", completely ignored what happened in the first Flora Dane book ("Find Her"), so it's essentially a new story. Flora hasn't shown any character growth in all three previous books either, so you're not missing anything in regards to changes in her character.

Yes, it can be read as a stand alone. Though there are few reveals that, while shocking either way, pack a stronger punch if you know the characters' backstory.
