I think the reason Rowan hasn't committed physically to Celaena is because he is still working for Mauve. He is immortal he's had thousands of years to understand human nature and use that to get what he wants. I still think he has his own hidden agenda. He had mentioned opening the gate to save Celaena if she died but I think he will open the gate to bring back his mate.
