who's charlie sending the letters to? first i thought it was for the friend that committed suicide , based on the film?

We don't know specifically how he got the friend's contact info, but it is implied that he heard the girl talking about them and then he looked up their name in the phonebook. However, based on the ending of the book and his explanation, we can rule out the possibility of it being Michael. (It can't be him because he specifically said that the person he's writing to doesn't know him, but he was good friends with Michael.)(less)
