It depends on what you think is appropriate fare for a 14-year-old girl.
I read Native Son by Richard Wright as a 14-year-old h.s. freshman. I also read the Diary of Anne Frank years earlier.
Since vampire lore is fiction and not a commentary on race relations in the United States or the chronicles of a victim of the Holocaust, I don't see any problem with a kid that age reading 'Salem's Lot, especially if the horror genre piques her interest.
