Physical space on the item to draw runes properly is an issue, as well as runes interfering with each other from being too close together. Generally, each recharge rune also requires a capacity rune, which adds to the space limitations and time cost for adding more.
Depending on the type of recharge rune, adding more may not be particularly helpful. There are different types of recharge runes that draw from different sources, which is mentioned briefly in the first book, but without a lot of detail. I'll explain that further in the future.
He definitely can do multiple recharge runes on one item - just not an infinite amount.
