I read this first when I was about 16. There's no sex really, but it deals with terrorism, genocide, and totalitarian governments in a fairly grounded (and therefore potentially upsetting) way. I wouldn't give it anyone younger than 15, personally. Plus the plot is quite complex, and there's a lot of references to 1960s music and culture that could potentially make it quite inaccessible to a younger person (although the perfect editions do a good job of explaining most of them via editor's notes).
