Yes, bloggers, librarians and other publishing professionals get early access to the book. It is a double edged in some ways because people can just put stars without a review and that can either positively or negatively effect a book's rating.

it was also released early—two weeks early, I think—in the Philippines. Claudia Gray had a book signing event there last October 18, so they released it early for readers who wanted to have their books signed.

Books can be rated before they are released. I think this system was implemented because there are some readers who are able to read a book before its release date, such as popular reviewers or bloggers. It helps generate hype for the release.
