I'd say age 10+ because of the war themes, but a third grader could read it with a parental guidance or something like that.

This is a really late question but if anyone else is wondering: middle school AT LEAST. it’s a whole story about homeless boys stealing and fighting other homeless boys, there’s pretty graphic descriptions of injuries and death, and a lot of mentions of women selling sex so they don’t starve. Also, it’ll just go over younger kids’ heads.
