I think the whole point about Baba is that he, like many other characters, is only human and deeply flawed. He is an inflexible man who knows he isn't like Amir yet still tries to love him in his own way. That's not even taking into consideration the truth of their family either.
Whether you think that makes Baba a "bad or good" father is up to your interpretation of his words and actions. I think it'd be misleading to cement his role into generalizations, especially when traditional morality is questioned throughout the entire story. It's not as though Amir is a saint himself.
