What exactly does it take to develop interest for the story into a reader?

Rachel Caine The first thing a story has to do is interest YOU, the writer. So please yourself first. If you've got passion in the story (no matter what kind of story it is) then it's going to connect with readers, too.

The thing is, most readers care about the people in the stories as much as the stories ... so learn how to create interesting, realistic people, and that's half the battle. Try to figure out how to make your settings rich, too; that's something I was bad at for a long time when I started out, but the rule is try to use all the character's senses. Think about walking into a kitchen. You can describe the kitchen, sure, but think about the smell. The taste of things. What you hear. The way way flour feels on your fingers. Experience things, don't just describe them.

There are a lot of ways to develop interest, and it really depends a lot on the kind of story you're going to tell. Try a lot of different approaches, and see what works best! Don't be afraid to rewrite it if it isn't working. I write about double the size of a book to get the book I want, pretty often. :)
