you can definitely still read king of scars - leigh bardugo mentioned that you don't have to read either previous series in order to understand the new book. however, lb also said that there's a "lot of history to cover" with the background information and the backstories of a lot of the main characters (including 2 of the pov characters), so it's highly recommended to read both series before beginning.
