I believe it is a play-on-words related to a deck of cards, for example a six of kings. Also, The main character owns a casino called the ‘Crow Club’ where the characters play card games and gamble. The title refers to the six people who band together to pull off the heist, and call themselves crows I guess as crows are a common piece of symbolism in this book, for example the main character’s walking stick has a crow’s head as the handle. Therefore they are the ‘Six of Crows’. Hope this helped :)

Late answer but, on the second book, Kaz explained to Inej why he chose crows as symbol. Also I remember that poem about crows that goes "one for sorrow. two for mirth". Then the sixth line was, "six for gold". There are six of them crows on a heist to get rich
