What's the best moment to read this book, before or after the Saga of Shadows?

However, often it's better to go with publication order, for a better reading experience and/or to avoid spoilers.

But reviewer Celeris at Amazon said the following:
I read "Whistling Past the Graveyard" after completing the "Saga of Shadows." As a result, I honestly felt that many of the details were wasted on me, since I'd experienced them through flashbacks/character back story in "Saga of Shadows.
[...]
I don't know how this novella would sit with me if read between the "two sagas"

So I'm wondering how other readers felt and what reading order they'd recommend to someone reading the books for the first time.
