Meh, I personally feel you could probably get by without Tower of Dawn. These events happen concurrently with those in the 5th book and seem to end at around sort of the same place, maybe just a bit later. I didn't care much for ToD because, well, Chaol, though I did just reread it in anticipation of the 7th book coming out, and I did enjoy a bit more upon second reading.
Of course, without having read the 7th book yet, it's impossible, really, to say whether or not you NEED to have read ToD. There is some back story on the broader world and on some particular characters you will be missing, though anything relevant would likely just be brought up and recapped by characters in the 7th book anyway. You'll probably be fine.

No. Read a short summary and you ll be fine. The book is well written enough, but didnt really have much to do with the main story line.. It seems a side track to drag out the success of the series.

You do not have to if you do not want to but you should because if you go into the last book without reading this then your not going to know what happens in Tower of Dawn and you won't really be able to enjoy the last book because you missed so much in Tower of Dawn.
