This could be read as a stand alone. A piece of a storyline from the previous book does carry over, but it explained enough in this one that I don't think you would be lost.

It could stand alone, but it's much better to read them in order. Also, if you read this first, the first book will be spoiled, as almost everything that happens in that one and the outcome are in this book.

This book is a great addition to the series, but I would say it can be read as a stand alone as well.
