Not at all. Quite different, it is interesting in its own right (the anime too). Tokyo Ghoul is clearly better in most ways, but then again the comparison does not do Devil's Line justice, since it's comparing mainstream with the underdog. I for one liked the anime and went on to read the manga. Art style is pretty nice, interesting story, though not consistent at times.
