The book was definitely based on the film. The film was actually filmed in 2015 and they is no mention to this book in relation to production of the film.

The Bella Thorne 2018 movie was based on the 2017 book by Trish Cook, which was based on the 2006 Japanese film "Taiyô no uta"

I think the book is based on the movie. Because this book came out like least year or so, and the movie start filming on 2015, also the film is based on some japanese movie.
