Why does Rowan congratulate Citra on having a high percentage of Afric descent? ("37%! Good for you! That's pretty high!") Is having more African genetics considered to be a plus? In H.S Curie's diary, he implies that cultural bias still exists because Caucasoid is 1st in the genetic index - but the order of the index seems to be arbitrary, and this is not expanded upon? Does racism exist in this world or not?

It's mentioned briefly that some Scythes are punished for killing with racial bias, such as people who have the majority of Afric descent like Citra? It's not really considered vicious racism in the book (though we might consider it to be) but more of a bias, which scythes are not allowed to have.(less)
