I actually went back and re-read that part because I was confused, too. I think she was just so upset when she went digging and found out the name of 'table-napkin man' (since she was absolutely disgusted by Gene all along) that she overreacted and assumed the worst just by seeing the name. Her note (she left in Don's office) had a number of scratch-outs, which is further evidence of her immediate upset/rage. Unless I missed something, she probably called Phil from Don's office to tell him (otherwise she would have dug in Don's office to find the info, left to go tell Phil, then returned to leave the note). But I'm not sure. Don indicates there was no proof, but that in practical terms, Phil basically was punishing Gene for all the other husbands who had a real reason to lash out at him. lol
