I read it to my daughter at age 7. It invited some discussion about pride, duty, and first appearances that she seemed to digest well. She found it more thrilling than scary, but that might just be her. Characters do die, but it's delicately handled.

I am reading this series to my kids who are 8 and 10. It is scary and deals with some dark concepts, so it's probably better for 9 to 14 year olds, although I have to say I am really enjoying reading these again. They were one of my favorite book series from when I was a kid, up there with the Chronicles of Narnia.
