Thomas Huynh We actually ranked the top Art of War books a few years ago. Please know there is no "best," just what is most appropriate with your familiarity with Sun Tzu's Art of War. Dustin I enjoyed the Ralph D Sawyer version. The actual text of the Art of War in that one is in the second half, and he spends the first half of the book building the historical context of the work.
Beau Unfortunately there's no clear answer as most everyone has their own preference.
Fortunately, some of the translations are freely available online and there are some good resources dedicated to helping you decide which one(s) you might like:

Although I've only read two I feel that the old Lionel Giles version which is most commonly available free (even here on Goodreads itself) really isn't too bad though I liked the Roger Ames much more.
One to probably avoid is Stephen Kaufman (all of his translations of Asian classics are generally poorly regarded).
Peter The translations I've read do not differ that much and all convey the original message at least adequately. Which version is best depends on your taste: some translations are more flowery than others, and the amount of comments also differs between editions.

I would advise you to browse the fragments at you favourite bookseller and pick the one you like best.
Tracy Minford's translation is fast and easy to read, a nice beginner's version; it has commentaries, but not as many as some other versions. Try ISBN: 0-14-043919-6
Khomotso Phala I agree with Stray, commentaries make a better read; I also find Thomas Cleary's long introduction very insightful.
Andrez I cannot give you a specific recommendation, but I advise you to read an edition with commentaries and alternative translations.
