If you follow Angie Thomas on Twitter, I believe she does say that Starr makes a cameo and has shared a few details here and there about what to expect in this book.

This book goes to great lengths to establish that while The Hate U Give and On the Come Up take place in the same place at roughly the same times, they are separate stories. None of the specifically referenced characters from THUG, including Starr, appear in OTCU, and Khalil is only referred to as "that boy" or "that kid".
